Short version is every model of every pistol/revolver has to be tested (drop test, etc.) by Peoples Republic of MA officials before it`s approved for sale. Standard M&Ps have been approved but S&W never submitted the manual safety model. Even though it`s the same internal system, with one more level of safety added, until it`s tested, it`s illegal. What really burns me is I can`t buy a Colt SAA, any generation, in MA because it won`t pass the drop test.
